I have read about the Artificers and it is said that they can create just about any magical objects. From there, it popped in my mind a question: can they create something like phylacteries? Objects they can link their souls to? Would be interesting if an Artificer can become a lich without the requirement to mess with the Negative Plane or evil rituals. In fact, I'm thinking to something more like Horcruxes from Harry Potter.
So, is this possible for an experienced Artificer to do?

Maybe, Artificers haven't gotten the detailed treatment in FR that they got in Eberron.

That's because they don't belong in FR. Artificers seem to be Age of Reason and Victorian to me. FR's predominate level of technology is at the Middle Ages, with a few Renaissance cultures scattered here and there; and the Old Empires being represented by earlier cultures. But then there are cultures which can include an artificer. I just don't see one in the Dalelands or Cormyr.

Imaskar had artificers - it was one of their classes. And there is a LOT of evidence Raumathar had them toward the end. Of course, both those cultures are long gone.

I've run a steampunk-ish version of FR, set a hundred years in the future (which would technically be about 15 years in the past now, come to think of it). Had a train and everything. It didn't go over very well. Not sure if it was something I did, or the flavor was just too 'off' for FR (even though it was set in Anchormé), or some combination of both.

I've also set just about all of Eberron's 'vibe' into Halruaa - its a very good fit, Dragonmarked houses and all. Maybe Nimbral as well.

How about Nadul DaRoni? Tinkersdam of Gond? Or many other Gondsmen, for that matter?

They are many and they are close. There's Zakhara, Lantan, the gnomes and the drow, and whatnot.
