Anyone know what happened to Malchor Harpell and the Tower of Twilight?

If I remember correctly, Malchor and his tower disappeared without a trace during the Spellplague. Don't quote me on this but I think I read somewhere that it briefly reappears every so often.
When life turns it's back on you...sneak attack for extra damage.
