The Voice of the Dovahkiin could easily be reproduced via either arcane and/or psionic abilities that rely heavily on verbal components.
As for where the Dragonborn of Skyrim could be found in the Realms? The Spine of the World is somewhat like the province of Skyrim, I agree. Another possibility could be the High Ice [pre-Spellplague], or even Sossal. Damara might be a stretch, but the concept is sound enough to work in any of the Cold Lands, really. |

I would like to turn your attension to the prestige class called: Wordbearer. It can be found in Quintessential Wizard.
Some might feel that this is overpowered, but I think it is the closest you get to the "voice"
I love it by the way... if anyone's asking!!!! |

Not that I can recall.
To make things easier... why not simply copy the outlay of Cloud Ruler Temple from Oblivion and drop it amongst one of the mountains of the Spine? |

You could also put them up around the Eye of Ghaethlunter, or between that and the Sunreath (Sunrise) Mountains.
You can see that region HERE.
Just wiki'd Skyrim and looked at the map - should be a decent enough fit. If I still had Photoshop, I'd do one of those super-impose thingies for you. |
