I just designed a combination of the Locking Garrote and Bola. Any feedback??

Automated Wire Bola
An Automated Wire Bola is a Ranged Exotic weapon that can be hurled 15’ and strikes the target with a Ranged-attack roll. If the Attack succeeds, you make a Grapple Check using your Attack roll as your Grapple check. If successful, the gears in the bulbs begin to spin tightening the wire and the target suffers 1d8 Slashing damage with a Critical Strike on 18-20 dealing (x2) damage.
Each Round the Grapple is maintained; the gears increase your Grapple check by a consecutive +1 bonus as the wire digs deeper into your target. An Automated Wire Bola can be attacked with a light Slashing weapon, but striking the bola is difficult, for the cord is Armor Class 21. Any successful attack that would strike you but miss the Armor Class damages the victim of the Bola. An Automated Bola’s gears are wound manually, when spun just before throwing. If used as a Standard action the Automated Bola grind for 1d4 Rounds against the target, if hurled as a Full-Round action the Bola grind for 1d4 +1 Rounds. For each additional Full Round the Automated Bola is spun they grind for an additional Round to a maximum of 1d4 +3 Rounds.

I don't see why no one would try it in-universe, so...

If you want a bola to seek the neck - it's a direct equivalent of vorpal blades. So resolve as vorpal, except when the target would be beheaded, the result is "successfully attacked with a garrotte" instead.
At this point it's not manipulated in any way by the user, so the variables involved should not depend on the user (except perhaps bonus from strength, since it's a thrown weapon).

Not to be an ass but an automated bola requires skills (metallurgy, physics, engineering, then trapmaking & weaponsmithing) above and beyond what anyone has in the Forgotten Realms setting to be able to fabricate as a compact weapon capable of surviving jarring impacts and working 100% of the time after that initial shock without it being a magic item, and that is if we forget it being recovered and used more than once. Also, compared to regular bolas these items have a lethality that belies the concept of simple flexible wire between the weights requiring modern simultaneously flexible & durable metallurgical razor wire that is, again, beyond the scope of the setting. In-universe, I see no precedent for the foundational theories building towards this idea to have come about especially since the wonderworks of Gond got a double-smackdown in 3.0 (destruction of Tilverton) & 4.0 (wipe-out of Lantan) to put a kabosh on scientific advancement. The engines that move Toril are still muscle & magic, not springs & steampunk gadgets.

The easiest & simplest way for the FR to have an item like what you have described is an enchanted weapon that has the dancing ability to provide additional attacks after it has been activated (just change the color text to match your description of how it strikes and constricts); however, that is still a bludgeoning, non-lethal weapon that follows all the same rules as a weapon of its type. If you want lethal damage that breaks skin then you need to change weapon types to the metal chatkcha or the throwing axe to enchant.

Of course, Spiritual Weapon CL5th is the far cheaper alternative to all of the above as a wand for a divine caster/UMD skill monkey or less than half the price of a dancing weapon for a wondrous item at 5 uses/day.

To summarize my opinion - you cannot combine a locking garrote with a bola because they are two completely different weapons relying on different actions and would require knowledge that is not in the setting to even attempt to combine their completely unrelated effects in one device light enough and small enough to be properly wielded with reliability.

Make the best use of the system that's there, then modify the mechanics that don't allow you to have the fun you are looking for.
