gotcha. Good find. I wonder if there weren't some Netherese down in Halruaa prior to its "founding".... just a thought mind you.

Wish I could take credit but someone on these boards found it in a thread about the jhaamdath pantheon.

That thread also raised the point that the stones around Westgate were probably dedicated to gods of the jhaamdath. Savras was amongst those gods, making him a god of that pantheon.
Now the timeline allows for savras to arrive late into the jhaamdath pantheon from halruaa but its tight and I cant imagine why.

Savras would have from -339 ish to -255 DR to become an archmage and a demigod and then move to jhaamdath and gain enough respect among the people to be honoured at the shrine near westgate even though as a god if divination he failed to predict.

So the alternative is that Savras existed before Netheril and halruaa as part of the jhaamdath pantheon from early on. He predicts the fall of jhaamdath and his own demise but for various reasons allows it to happen and relinquishes it to a mage in halruaa.

That would mean the splendour of the splendours was an old artefact containing the personalities of powerful jhaamdathi and chessentan mages/psions.
