I read in some 2e guides that aventurers needs a charter to operate in Cormyr. It costs 1.000 gold coins to get one. That's a lot of money, so... There are some questions:
1- It's a crime to work without the charter?
2- What can you do with the charter?
3- Does the charter obliges you to work for the Crown?

It's not a crime to not have a charter, if your group is smaller than 5 people. If it's between 5 and 30 people, you have to have a charter, or any legal authority in the kingdom can arrest you. Though if you don't renew your charter, then you're considered to be outlaws.

The basic point of the charter is keep track of groups of armed people, so there's not another private army raised by a Gondegal wannabe.

The Cormyr sourcebook doesn't list any obligations of charter-holders, other than its annual renewal and keeping the membership up to date.
