The various major power players, like Tor Salinus -- on the Quasiplane of Salt -- and as-close-to-Quasielemental Lord-status beings noted for those planes, such as the Quasi-Lords of Steam -- have been referenced in past sources, like 2e's The Inner Planes.

-Those Planescape sourcebooks detailing the planes- The Inner Planes, specifically, were among the best D&D books ever published, in my opinion. Those two, plus On Hallowed Ground, and there's no reason to ever get a D&D book related to cosmology ever again, they're so chalk full of information.

Not legally.

I got my copies of The Inner Planes and On Hallowed Ground off of eBay, though it wasn't easy for me to get The Inner Planes for a reasonable price. Once I got that one, I had all of the Planescape source material.

The Inner Planes has always been regarded as a rare source among the PLANESCAPE-community... simply because there really hasn't been a great deal of focus [in other words, published sources] on the various Elemental Planes through the continuing editions of the D&D game.

There really isn't too much revealed aside from a few brief tidbits. Some only exist as names, with little other info.
