Is lich a race, or a template?

I see stats and the race is listed as lich, then I see on the Wizards http://www.wizards.com/default.asp?x=dnd/sp/20031212a website lich as template, which is which?

It's a template. (Template OGL)
I actually DO know everything. I just have a very poor index of my knowledge.

Arklem Greeth (LE male lich Wiz16/Acm2) (p110 Lords of Darkness)
Ysvel the Black (NE female lich Drd18) (p99 Unapproachable East)

Szass Tam and others also are statted in some places with race of lich.

Ahhh, that's just shorthand for 'human lich'. Anytime a template is added to a human, they usually drop the human part.
