So...

Eladrin Form
Transmutation [Good]
Level: Sorcerer/wizard 7
Components: V
Casting Time: 1 standard action
Range: Personal
Target: You
Duration: 1 round/level (D)
You assume the form of an incorporeal globe of eldritch colors, 5 feet in diameter. In this form, you can fly at a speed of 150 feet with perfect maneuverability and can pass through walls and other
solid objects. You can use any spell-like or psionic abilities you possess, but you cannot cast spells or make physical attacks. The globe form is incorporeal, and you have no Strength score while in that form. While incorporeal, you can be harmed only by other incorporeal creatures, +1 or better magic weapons, psionics, spells, spell-like abilities, or supernatural abilities. You are immune
to all nonmagical attack forms. Even when hit by spells or magic weapons, you have a 50% chance to ignore any damage from a corporeal source (except for positive energy, negative energy, force effects, or attacks made with ghost touch weapons).

Now I have been wondering why this spell says that one cant not cst spells under the effect of this spell. I'm thinking that is is because one have no hands or mouth while changed. But what then for Still, Silent and spells without material components (eschew material)? Can they be cast? Or is the RAW just to straight forward in this one?

Nice spell, you should post it in the Magic Shop.

Eldrrrrrrrch. It always sounds so kewl... (sigh)

Lulz aside...
It looks like an Alignment Counterpart to Fiendform (Transmutation [Evil], 6 level). But in this role falls short: one form only, +1 level, duration 1 round/level instead of 1 minute/level, no extra powers, no preexisting spellcasting. On the bright side (sorry), there's incorporeality and no M component.
But for incorporeality, there's Gaseous Form, in 3e power-creeped down to 3rd level while still having better duration and range of touch instead of self.
So, functionally it's not really a counterpart, and the name is misleading.
The form is completely immune to physical damage, wind, and goes through walls, aye. Except at this level physical damage is not the greatest concern (especially when the counter-measure prevents spellcasting), and half of the time teleport takes care of all these problems better, given that the distance traveled in this form is only 150'*CL. And if you don't need distance... see below
To what it's really comparable is Ethereal Jaunt on the same 7th level - which doesn't work quite everywhere, doesn't boost speed, but allows spellcasting. And given that on this level speed, again, is covered by translocation, is it a good tradeoff?

So what would be the point of learning this? Just for sparkles?
Oh, wait, it's from Book of Exalted Deeds...
