There are several mentions of people who hold the title Master of Dragons, usually prefaced by a draconic chromatic color (white, green, red come to mind).
Is this a brotherhood of kung-fu practitioners, a kind of hold-over from 1st edition AD&D monks whose fighting styles were based on different dragon colors? Or perhaps it was levelled, with White being the lowest and Red being the highest?

"...including the 8th level monk Iltmul (currently the Green Master of Dragons, once the White Master of Dragons)." |

It's a 1st edition thing - and as I recall there were only 3 of them.

Definitely 1st Editon AD&D, where basically all levels had a corresponding "level title". For example, a 3rd level fighter had "swordsman" as level title. The system was carried over, on occasion into the novels. The clearest example occurs in "Spellfire", where Jhessail pronounces Narm to be a "conjurer", which, in 1E was the level title for a 3rd-level magic-user.
As for the monks - there could only by a limited number of monks of a given level once they surpassed 7th level: maximum 3 of eighth level(Master of Dragons - White, Green, and Red), and one only of each level above that, with 17th (Grandmaster of Flowers) being the highest achievable level. |

Yup - in 1e all the different levels of every class had cool-sounding titles like that.
Or maybe it was OD&D... it was so long ago I played that... during the late pliocene... |
