If there is, I can't find the function.

I would rather not receive harassing messages in private from parties that can't seem to move on from locked topics.

Please advise.

Sadly, there is no blocking facility on Private Messages. Members can be suspended and blocked from Candlekeep if any harassment takes place against other members. (I have responded to your PM, sno4wy).
