Where in Faerun is it likely to encounter elven settlements? It can be a small village or small town, what's important is that it's a proper elven community.
For example I don't know how unbelievable would it be to put a village with 200-300 residents somewhere in The Dragon Coast, near the mountains. And what kind of elves would they be or why are they living there. |

Elven settlements are not of the same nature as human settlements - they are less-defined, more spread-out (so as not to tax the resources of an area), and elves also tend to be transient (many have several places they stay within the same forest). They also tend to be hidden, and known only to other Elves of the same region - they do not trust outsiders, even other elves most-times. This is why most Elven settlements are not located on human maps (the Elves themselves probably don't use maps... that's a good question for Ed).
If you want a remote Mountain village, there is nothing wrong with that, because most mountains have a tree-line (which is one of the few bad things about the 3e maps - they can't accurately represent this). Up to a point, mountains are covered with forest, and Elves can be found in ANY climate (they actually have a higher range of extremes they can tolerate).
As for a 'cover story' - of why they would have such a 'normal (humanish) village - it could be there are Gnomes working the interior of the mountain/hills nearby, and the settlement was established for trade. The same could be said for Dwarves, but Dwarves trade with everyone, and are much less hidden then Elves care for, so it is a more unlikely situation (but not impossible). |

The 3.5 Players Guide to Fearun has a good list of starter regions for elven characters. It can be helpful to peruse that table and scatter some elven settlements in those regions mentioned.
For the Swordcoast the High Forest and Waterdeep are the closest regions, so any number of forested areas in between could have moon or wood elven villages. |

Elves tend to live in forests, some build tree houses, some clearly called tree cities.
As to Elves that would live on the Sword Coast that might depend on what sub races are in your game. |
